STV has a unique opportunity for an IT Manager, Data Governance to oversee data governance, data quality, data access, and data utilization across the company.  The manager will be part of the IT leadership team and partner with the business to build a robust and flexible data architecture.

The preferred office location is Douglassville, PA, or Newark, NJ but willing to consider candidates residing near one of our other offices in the US. The manager is business focused, has a firm grasp of compliance requirements and data governance, and understands the strategy and direction of the business.

Reporting to the Chief Information Officer, the manager will lead activities to derive business values through overseeing all organization-wide data governance activities while improving the quality and protection of sensitive data and information assets.

In this role, the manager will drive the business through the change process of establishing and enforcing overall data governance and architecture, including policies, processes, metrics, and supporting tools.

The manager is a technical and business professional who champions data and analytics value creation and governance as a strategic discipline, provides vision and strategy on all data-related matters across the organization, and builds the critical foundations for a data-driven organization. 

Desired Skills & Experience

Data Governance

  • Define standards, policies, processes, and monitoring that will manage the quality, consistency, usability, security, and availability of data across the enterprise
  • Optimize the governance to oversee the execution of these policies and procedures.
  • Define roles and responsibilities associated with data governance to ensure accountability of the company’s sensitive and information assets.
  • Serve as the liaison between IT, Operations, and other business groups to ensure that business requirements for protecting sensitive data are clearly defined, communicated, and implemented.

Data Architecture

  • Working with IT and the business, establish a robust data architecture standardizing how data is sourced, integrated, and consumed enterprise-wide in alignment with the business strategy.
  • Evaluate and assist in the design, deployment, and management of the systems and infrastructure required for overall data processing and analytics.
  • Conduct continuous audits of data management system performance and accessibility.
  • Drive business decision-making through collaboration with IT Business Analysts and Management to create impactful business intelligence dashboards, providing insights and perspective from internal data.
  • Act as a trusted data strategist and advisor on improving data quality, data sharing, and new innovative data products and market trends.
  • Support enterprise digital transformation, cost reduction, and revenue generation through efficient use of data.
  • Demonstrated capacity to propose and implement actions while anticipating the consequence of such actions in the immediate future and beyond.
  • As the company grows, build a data team to support stakeholders as it relates to any project or business initiative while aiming at enhancing and transforming data.


  • Demonstrate ability to be flexible and reprioritize as required and reallocate resources according to business priorities.
  • Develop and manage a budget allocation that is part of the overall IT budget
  • Develop and manage vendor relationships
  • Ensure regulatory and cybersecurity compliance as needed
  • Track trends and make recommendations to stay in step or ahead of the data technology curve

Technical Abilities

  • Strong understanding of databases and data structures, including SQL Server and Azure SQL.
  • Knowledge of Cloud-based big data frameworks such as data lake, relational, Graph, and related technologies.
  • Experience with HRIS, ERP, and CRM systems.
  • Experience within reporting platforms including Microsoft Power BI and SQL Reporting (SSRS, SQL Mobile Reports).
  • Proven ability to work with operational and financial analytical dashboards.
  • Understanding of data workflow technologies including SSIS, Data Factory (or equivalent).
  • Knowledge of data mapping strategies and processes between Enterprise systems.
  • Understanding of data movement technologies such as SQL replication or other tools to automate data movement.
  • Knowledge of data mining and segmentation techniques.
  • The ability to read or write programming languages (T-SQL, DAX, C#, PowerShell) is a plus.
  • Ability to assess and assist the implementation of data flow, storage, and application environments.


  • Prior experience as an IT Manager, Data Governance is required
  • Undergraduate degree in Information Technology, Computer Engineering, Computer Science, Information Technology, or related field. Advanced degree preferred.
  • 10+ years of experience in Data and Technology, preferably within the Engineering or Construction environment, or any type of professional services organization.
  • Experience managing/leading a team.
  • Capacity to align strategic and operational needs with organizational development initiatives.
  • High level of technical understanding and competence across multiple intersecting disciplines to quickly analyze situations, correlate ideas, and make decisions on issues and resolutions.
  • Ability to listen, interpret user needs, and apply knowledge to direct solutions.
  • Excellent oral and written communication skills, presentation skills, and interpersonal skills to successfully perform in a leadership role
  • Proficiency in strategically plan for immediate and future needs of the organization
  • Demonstrated project management experience
  • Highly organized and detail-oriented, multi-tasker
